Cycle Advice Needed For My Child?

The guy at Halfords is right. You shouldn't be able to touch the ground while you are in the saddle. Didn't they have a 18 inch wheel bike at Halfords. Get the one you posted it wont last any longer then it will take for him to out grow it.
